About Us

The Housing Authority of South Bend was established in 1941 and has successfully operated a HUD Section 5(h) program authorized by the Housing Act of 1937 since 1974. To date, the HASB has sold 95 homes to eligible public housing residents in its Section 5(h) program. In 1998, the HASB evolved the homeownership program to the Section 32 Homeownership Program which include the Section 8 program and compliance with the latest HUD guidelines under the QHWRA.

Mission Statement: 

It is the mission of the Housing Authority of South Bend (HASB) to provide safe and affordable housing assistance to individuals and families in a manner that is respectful, professional, and service-oriented. The HASB is committed to maximize its existing resources and work in partnership with the community to assist residents in reaching individual and family goals, including those of self-sufficiency, through education, increasing employment, and homeownership opportunities.
